De manera casi accidental, Juan Vargas, encargado de un basurero, llega a alcalde del pequeñísimo pueblo de San Pedro de los Saguaros. Bien intencionado, aspira a llevar la modernidad a ese lugar y piensa que ese puede ser un buen inicio para su carrera política. Sin embargo, se va a encontrar con una realidad muy diferente: las arcas de la alcaldía están vacías y los diferentes sectores del pueblo están acostumbrados a moverse al margen de la ley.
A controversial and delirious comic fable told in a deliciously sarcastic tone. Almost by accident Juan Vargas, a sleepy junkyard operator, is elected mayor of the small village San Pedro de los Saguaros. At first, the new mayor is idealistic. Set on bringing the town the "modernity and social justice" his political party trumpets as its theme, he quickly learns the system works otherwise -- by "Herod's Law" (meaning "that's the way it is; there is no choice, whether you like it or not", although not in these exact words). The town’s treasury is empty and its people are used to living outside the law.
